Is Feedreader really portable?

I mean portable, not U3.
-
During the installation process, I checked the "make FR portable" option. Now it is installed on a USB drive and works correctly when connected to 1 computer (where FR used to be installed).
-
However when I launch FR from the USB drive connected to another computer that has never heard of feedreader before, I get the first dialogue asking me to chose the language, just as in a fresh install.
-
I don't even know how to point to the location of the database. I cannot edit the feedreader.ini file, because it is in a different folder not seen by FR.
Besides, the Database location in the "Database Information" dialogue is read only, I cannot edit it there.
-
By "portable" I have in mind that all settings will be stored on the USB drive and it will work the same independently of the computer it is connected to. Here, it seems that FR is using information stored locally on the PC, maybe in the registry.
-
Is there a work around, to make FR really portable?
